Why would you need to develop a bipedal nuclear launcher when there's already technology to launch nukes anywhere on earth from a stealth sub?
To handle the recoil of the rail gun, which launches completely undetectable, fast nukes

the concept revolves around stealth deployment. the nuke is fired in a high trajectory arc using a rail gun.
icbms are much bigger than just the nuke by itself. way to big to avoid radar detection even in final stage. thermal signatures detected with satellites using more modern technology
but what good is the system if its not mobile?
the decision to use a biped wasnt the first idea. the shagohad was attempted . more of a tread vehicle but one that could go super sonic allegedly .rex's design turned down .
then raxa a drone type also used before rex and even peace walker. it basically was the final stage of a icbm that could evade detection and throw off the expected ground zero point by flying in a different flight path from the icbms arc after reaching a high altitude
rex a biped was a late attempt. even peace walker had a quadruped form but relied on a more archaic launching system
