Part of the problem is that DW is based mostly on the novelization of the Three Kingdoms period rather than the actual historical record, and was written many hundreds of years later. It got imported into Japan and has been popular for a really long time, so people are a lot more used to the characters. Comparing the novel and actual events is pretty interesting if you get into the series.
DW7 did the best job of adapting the novels, although there weren't as many hypothetical scenarios. So the series has managed to do fairly well for itself after looking like it was going to become absolute garbage. Hopefully it doesn't turn into fujoshi bait like the Samurai Warriors series later on.

8XL is kind of all over the place with how it tells the stories, so it depends on whether that being further away from the novel would bother you. DW7 is japanese only for the PC, but there's an english patch if you would want to pirate it. It does the best job of the games on the story. Playing Romance of the Three Kingdoms would be a lot more complete, but it's sometimes a real pain to keep the game on a historical path.

There are a few guys that would be better added as unique generics, since they deserve more recognition but wouldn't fit into most historical campaigns. They had some portraits for the DW blast game for some of them, so it's not like they can't come up with ideas for people that would never be playable anyway. They'd want to hold back people that might get added for the advertising of new games. No one is going to get hyped up by someone like Yuan Shu or Gongsun Zan, though.
