There is literally no reason to use 90 million fucking dollars on a Dune game. Especially since the majority of gamers don't give a fuck about Dune. You could use the whole 90 million on marketing, and the game still wouldn't sell.

JRPG, but not weeaboo. No anime character designs or anything like that. The gameplay would be your classic turn based, with random encounters. Lots of cutscenes and dialogue, but I would actually try to hire good writers.

Proper Old school RTS. Huge maps, destructible environment, environmental effects that affect how you can command your army (e.g. dust storms slowing down your movement, blocking/reducing their vision/attack range), rpg elements (units level up, become stronger, hero units that impact the fights in a moderate way - still one dude in a swarm of other units), at least 2 fields of battle (as of normal surface and underground caverns), customizable units (e.g. you can build a quad with something else than 2x assault cannon, maybe a radar jammer instead or small aoe shield bubble creator), more than 3 houses/factions, economy that not only relies on spice (you can trade more of other stuff to get spice if you are short on it, water as another resource). Just from the top of my head.

They don't even have to dig inside all the philosophical stuff in the novels. Dune universe's a great setting for a space opera RPG. Hell, I'd love to play as an Ixian merchant minding my own business, jewing some fremen for their spice or a xenophobic tleilaxu obsessed with crafting flesh. There are so many fucking cool things about the setting, I'm surprised no one ever tried to make a space opera sandbox rpg outta it.

Emperor: Battle for Dune 2
With Tiberian Wars/Kane's Wrath mechanics and gameplay elements, but taken to a far larger scale and with more options for factions. Also destructible/modifiable environment.
Add even sub-factions for the Atreides, Harkonnen and Ordos like in the vein of Kane's Wrath, and add more special units to neutral sub-factions.
Campaign would be the same like in vanilla Emperor, but with the ability to upgrade your main stronghold with such things like reinforcements coming to aid you much faster and in greater numbers or getting extra resources at the start. Also the campaign story would be much more extensive.
Ending would depend on what faction you'd play and the decisions you did.
