Persona 4 was just knocked a few posts back for having the same amount of dialogue variance as shit like Fo4 while that Anon conveniently omitted that there's far, far more representing player agency in than just character responses so lets drop that now.
Without any intellectual dishonesty try to say Fo4 (a continuation of a series that once was a fucking fantastic example of player agency being expressed in-game) offers more paths to more eventual outcomes than a shoestring budget dungeon crawler/dating sim mashup.

What the Hell are you talking about. You can always solve quests in different ways and take different sides. You can fuck over different characters, you can explore and affect the world in ways that will only appear later if you did. With your logic KOTOR1 isn't an rpg because you always play someone joining the Jedi Academy. With your logic Witcher 2 isn't an rpg even though it's one of the prime examples of player input affecting the story.
The biggest restriction being a Witcher has is in terms of how you can build your character.
