Other games with a similar 'vibe' would be Vampire: Bloodlines (I know it's not cyberpunk) and the original Deus Ex.
Sadly there aren't that many games with the same slow and depressing visuals and overall feeling. Most cyberpunk games take inspiration from GitS or Neuromancer since they are a bit more fast paced.
