Developers and publishers use it in order to measure peoples interest in the game. With achievements like that they can see when certain gamers gets bored of the game.
A lot of use Weapon A X amount of times are also put there for reasons like that - to see what weapons are the most popular etc.

I wouldn't say most games, I read anons post and I had trouble remembering what games actually do that. Maybe the crows in the first condemned and those two games you mentioned, but mostly certain collectables are used in some way, like for unlockables (you need BSAA medallions in RE5 to get all the toys) and I remember the spider-tokens in Web of Shadows actually was needed in order to level up/buy new skills or something ( I think they made it easier for you to sling around and climb, because new spider-tokens would appear at more far off places etc)

I've played MvM 1000 times yet still dont have the "play a full round as every class". I constantly have 2/9 and when I do complete a campaign a steam update pops up saying its at 3/9, but when I check it I still only have 2/9.
