Waddle Dee is a fine character but I doubt he'd be DLC at this point. Every DLC so far has been a returning veteran or a 3rd-party character with megaton popularity.

I'd be okay with Paper Mario.
My major 3 were Ashley, Meowth, and Paper Mario. Ashley and Meowth are just items and Paper Mario would probably be a good Paper Jam advertisement since it hasn't done so well in Japan according to Nintendo news sites.
I 100% expect Shovel Knight or Steve from Minecraft, though. I will be genuinely fucking surprised if it's not either one of them.

Sticker Star's items give Paper Mario an incredibly diverse moveset, so I'd be okay.
B = Kooper horizontal shell shot (can hold and release).
Up B = Parakarry lift.
Down B = Bobbery release, another Down B to make him explode or he explodes after a while.
Side B = Mario turns 2D on the spot. Projectiles go right through him. If used on an enemy they take a hard hit with a slashing sound.
Forward Smash = Hammer on the spot.
Side Smash = Spins on the ground as if doing a Stylish move.
Up Smash = Releases a Star right above himself that hits opponents.
Running A = Mario runs and trips in front of himself with no delay.
Final Smash = Mario makes 6 copies of himself which can run side by side around the battlefield and have increased damage when they attack.

I want at least one Nintendo newcomer and I feel like Inkling would be the best choice, even if there are some I want more. They're one of the few first party characters left that has a lot of popularity and buzz surrounding them while also offering something fun and unique. I voted Wonder Red but I know that, while I'd love his inclusion, he's not a big name that would turn a lot of heads.
