Almost all pics are mostly from the song menu, which is quite easy to change in photoshop and save as a template.
The Stage vs. screen for adventure mode has the characters hidden behind the black diagonal bar. In every other gamemode, the characters pop up in front of the black bar.
Paper Mario stage is pretty much stuck at 3DS resolution.
Primordia is too cut off. You can't see the actual stage. This is because making a realistic looking stage if too challenging.
Wolf is also in ready position in the final pic, but he just hit Fox off the stage with 127%. Wolf wouldn't be in ready stance, he would be getting into the stance since his attack was strong and he needs to recover himself.

Because the ballot started in April, nine months ago. By Sakurai's admission, it takes his team a year to make one character. Since we're pretty much guaranteed Wolf (because the theme of this game is 'how much shit can we port over from Brawl and get away with it?'), it comes down to two other characters. Cloud seems like he's finalized, and I doubt he was the ballot winner, or even close to the top ten. So really, we're waiting for them to announce the last character, which is likely the ballot winner.
At any rate, judging by Sakurai's estimation that one character requires a full year to be made from scratch, and it being nine months, I'd say that they already had a fair estimate of what was going to win the ballot and weren't likely foreseeing any dramatic changes in the ballot itself, so they likely picked their winner and started on him to have him ready in time for the final December DLC wave. The original estimate of 'one year' is likely Sakurai's gauge with his team actively split across several characters. Since the divide in their development team isn't as wide, I'd say DLC gets done way quicker.
So really, if we want a good idea of what won, we need to look back and see what was most popular around the majority internet places and their people voting in the ballot around June/July.
