There's currently two ways to do it:
1.) Pirate both the JP and US/EU version of the game. Use Cafiine to load the appropriate JP files (voices, textures, etc) and boot the US/EU version of the game with Loadiine.
2.) Wait for the GBATemp patch. It'll simply patch your US/EU copy of the game which you can then load with Loadiine.
As for exact steps on what to replace and such, you'll have to dig through GBATemp.
