Probably because the WarioWare team wants to keep attention to all characters equally. But who knows if that won't change or not, can't predict the future. And regarding more screentime/attention, it kinda interchanges. I do know Mona's cutscenes are the longest by far and they put a awful attention to her early on until the most recent games. Jimmy T appeared quite often in the first game due to remixes, but then some of the remix roles were given to members of his family starting from Twisted. 9-Volt also got more screen time as soon as 18-Volt came along.

It's clearly at the end of the Mario timeline. Bowser is gone and the koopa troop dispands, leaving Mario free to explore the entire mushroom world. Mario Land in Super Mario Land 2 is Yokoi's vision of a part of the Mushroom Kingdom after the Koopa Troop is out of the picture. Mario Kart 8's settings display that the Mushroom Kingdom is leading up to that level of Mario worship.

I consider Birdo and Diddy as part of the main Mario family. Before the Wii u, these characters were apart of the big twelve. The big twelve were:
Mario/Luigi/Peach/Daisy/Yoshi/Birdo/Bowser/
Bowser Jr/Donkey Kong/Diddy Kong/Wario/Waluigi. These twelve individuals would frequently appear in different games. Examples can include Fortune Street, Mario 3 on 3 hoops, Mario Party, Mario Golf and Super Sluggers. In fact, these twelve individuals were the twelve main captains of this baseball game. I can only imagine how it would be if Nintendo created another baseball game in this day and age.
