Honestly I just look down on the insane wreck Miller has become in PP because that shit is entirely his own fault. Paz was used as bait for Chico, and then Paz and Chico were used as bait for Big Boss so that XOF could wreck Mother Base. If Miller had dealt with Paz back in PW instead of just letting her attack Snake with a nuclear-armed walking deathmobile then none of that shit in GZ would have happened.

I think Venom had the advantage of not being close to The Boss, and instead fought for the wellbeing of Diamond Dogs. After MSF was destroyed, BB barely had any reaction outside of his war cry after the soldier died in his arms.
After having to personally kill just a handful of his own men, Venom had a breakdown and later gave them the greatest honor he possibly could.
He really did love his group.

Either way Venom was behind the more than questionable Outer Heaven Uprising. There's no reason to think he didn't have similar goals. He even kept the Outer Heaven name.
That said, I wouldn't obsess over it too much. Venom Snake is an awful addition to the story either way.
