How would you move around? You couldn't move on the streets because of the cars, bodies and other trash. (You can't just walk over that shit if you're in a wheelchair).
If the game takes place purely indoors then whats the point of the whole apocalypse survival scenario, the idea would work better as psychological horror of some sorts where you have to run away from the enemies, making your disability to move around much more effective.

That actually sounds pretty cool. You'd have to be careful to keep it from being stupid, unless it was being played for laughs. That would be a waste though, something like being stuck in a wheelchair would be a good way to make classic slow zombies actually feel threatening beyond locking the player in with them.
You could even do a neat intro sequence where the player is at the hospital for a routine checkup and you get the tutorial and shit while stuff goes on in the background that hints at the zombies coming
