Actually, this is a common misconception. Your blood and blood vessels are red all the time. The reason they appear blue is because the wavelengths of light that can pass through your skin efficiently (that being blue light) cause the coloration to distort and seem blue.

Fun fact: you have blood vessels both containing either oxygenated red blood or "empty" blue blood. It gets oxygenated by your lungs, turns red, and heads to your brain to deliver oxygen, at which point it heads back to your lungs to get oxygenated again. Pic related. Now here's where things get interesting. If you sever a red blood vessel, you'll bleed out faster than if you severed a blue blood vessel. Severing a red blood vessel immediately halts the line of oxygen to your brain and thus you'll suffer the effects of a deoxygenated brain sooner. Severing a blue blood vessel means you still have a lot of blood in your circulatory system heading toward your lungs to get oxygenated and/or heading toward your brain to oxygenate it, which buys you more time.
