There was a debate about it between language people when English was standardized in the 17th or 18th century. Whenever.
It was between people who thought things should be spelled as they sound and people who preferred spelling that reflected etymology. Everyone had a huge hardon for Latin and Greek back then and plenty of English words were derived from those ancient languages. So I think that is why the etymology spelling guys won.
