It's not an enemy, it's just a non-animated model. You don't call a chair a new enemy, because it's a new model.
Even if they made it animated, I can't imagine implementing it into the game. That'd require making some kind of underwater combat system in order to shoot them and that'd require an actual effort on programming and animating side.
