I don't understand what's so hard to get about Hotline Miami's story.
It's a celebration of violence, but at the same time it is also completely self-aware about just how terrible that is, but it's never not honest about it. Hotline Miami is not about the plot, it's about the theme. It pokes fun at people thinking it has something subliminal or is social commentary. It puts on a mysterious face because it wants people to think that there is purpose behind the killing, but there isn't.
The point of Hotline Miami is that there is no point, the justifications for the violence is often underwhelming or just plain nonsense. People look for reasons to justify their love of violence, Hotline Miami is about how dishonest this actually is.

Mk has a pritty decent storyline that makes sence when everything is strung together. Its not really a good story but its not bad for video game standards. That said fighting games tend to completely overshadow the games story with gameplay so you are right.
