Balrog is based off of Mike Tyson. Little Mac has canonically beaten Mike. Therefore, Little Mac beats Balrog.
Little Mac because he is the protagonist of his game.

I'm not super familiar with street fighter, but Mac fights so many cheaters. Aran Ryan hides a second pair of gloves with horseshoes in them. They are attached to a rope which he sometimes swings around to hit Mac.
