Max out Fugitive abilities, and then go into Enforcer. It's insanely powerful for some reason.

Just get PiratePerfection if you want to delete it, but here's my advice:
1. Get the engine I mentioned above
2. Unlock EVERYTHING (because the main no-fun barrier is the PAYDAY loot system, which literally gives you equal chance to get a god-tier suppressor or a fucking color palette)
3. Raise your level to 40 or so, because that's when classes actually start feeling unique
4. Give yourself a shit-ton of money just to experiment. I used a lot of it trying to get the most effective build I could while still looking stylish and staying under something like 25 concealment. IIRC, I had
-Raven Shotgun, Military Sight, Short Barrel, King's Crown Compensator
-Crosskill Pistol, Sniper Sights, Micro Laser, Bling Grip
-Lightweight Ballistic Vest
-Gerber Knife
