3 is not better than 2 in any aspect beyond aesthetic. Customization got downgraded, the world and environmental variety was significantly downgraded, and Saints Row 2 had some of the most entertaining cutscenes of any game of that generation. The boss was a crazy badass who made Marrow crush his girlfriend alive in a monster truck rally, fried a guy's arm on pyrotechnics, chopped a nigga's head off and that's just naming a few instances. The boss in 3 and 4 is a pussy who just talks and stands around.
