It's called Mugen, or "Everything versus Everything" as it used to be called, and it's pretty accurate. It's a customizable fighting game with lots of characters and stages that you can download and install
What you're watching is SaltyBet, a special version of MUGEN that people stream for laughs because Spics broke MUGEN by making characters for it that are broken beyond shit, and because watching it is often tense and hilarious in at the same time
Ronald is just one of those 100s of joke characters, but he's so goddamn entertaining to use/watch.
