The problem is, Gust decide whether they want to port the game or not. Keep in mind that Gust wasn't in any predicament when Koei absorb them.
Just think of it like Atlus in Sega. They(Koei and Sega) can pressure the developer(Gust and Atlus) into certain decision, but in the end it's up to the developer itself, and company policies.
And Gust is probably busy with their project and doesn't have anyone left to port the game.
I would've wanted vita version half a year ago, but PS4 ver is all I need now that I have one, especially when the vita version seem terrible.

I would sign it, but a friend of mine imported the game for Vita and immediately dropped it because it runs at 2 FPS.
