Its got a fair bit of shit to it, but it's not too complex. They start off with run of the mill medications but gain evolution points whenever they are inside a host. They can spend them on producing chems for the host or unlocking new ones, including end game ones if they wait a very long time doing nothing at all.

For long, boring reasons yes. They were originally introduced as antagonists with their own game mode and their only objective was to survive.
Instead, people would use it as a pass to graytide and kill people, inevitably getting killed themselves. They could do neater shit like take control of their hosts, give them brain damage, force them to suicide and other antaggy things.
It didn't really work out and borer rounds were basically "lel griff" until the shuttle was called, so they were repurposed into non antag organic personal AIs/brainpals. Once in a while someone still thinks they're antags because they just came back after a long break and overdose people on drugs but it's not too common.
