Don't buy FFVII on PS4. It seems like the frame rate is tied to the "speed-up" option included in the 'remaster', as not having the option on reduces the frame rate to less than 20 fps. However, playing with the speed-up option appears to cause an increase to 60 fps.
No wonder Square is releasing the Remake in multiple parts. They can't even optimize a game from almost 20 years ago to work on a new system.

The game's speed is tied to framerate, so to offer a speed-up option, the devs just had the framerate increase as an easy way to do it. This is useful for skipping shit. The normal 1x speed framerate is 30fps and the devs can't change that without completely remaking the game.

The original was less than 30 fps most of the time too. It was a common tool back then to cap frame rates and use them for the purpose of timing things because of how limited processing power was back then.
