Why people shouldnt be surprised:
1. The Witcher 3 was an Open World game. Ther RED Engine wasnt ready to get this running on normal hardware/consoles thats the reason it took so long for Geralt and his third advanture
2. Two teams working on 2 games. Most of the people working o The Witcher 3, only few ones making the basic game ( background, textures etc ) Story, Characters, Voice acting, story stuff is implemented right just now.
3. Its not going to be released because they are probably going to delay it like they delayed The Witcher 3

ME and DA play pretty differently from each other, so if Bioware can do it, hopefully CDPR can differentiate the two as well.
