Nah, homie. Think more along these simple lines.
For every downswing you have, he uses an upswing which you can both counter or cancel.
You use fire, he uses ice.
Also, if he was going to use projectiles, he can mix it up with other shit like bombs, charging beams, different bullet types, and sometimes a surprise melee attack. Pic related. Wasn't the best fight ever, but he mixed it up pretty well, and you could pretty much always get the jump on him if you knew what you were doing.

Also, a decent example-ish for the former point I was making is Kisuke vs Jinkuro-Momohime. There's a lot of times where you can cancel each other out, and the sword draw special is fucking worthless in this fight, because the other will cancel it out with their own.
Another I had in mind was in Pulseman against Veil. You cancel and counter each other quite a bit, but one of the main ways to damage him is to go head to head with both sides' Volteccer/Volt Tackle and stun him.
