Both are equally good and successfully accomplish what they wanted to. They give you an alternate way to enjoy the game as the soundtracks pretty much change the entire atmosphere of the game.

They both had good tracks, but some where better than others. Just a few examples:
Palm Tree Panic: Japan, especially the good future theme
Tidal Tempest: US, so jazzy and smooth, almost Streets of Rage like
