Ice Cap really is -the- ice level for platformers. It doesn't try too hard, it isn't difficult, has awesome music and graphics, and is a general fun stage.

Kinda applies to the entire game but Shadow Moses had such a cold industrial fridge feel. It's hard to replicate, the entire game just had this espionage wispy aesthetic that just covers the entire game. Even the music made you feel cold, it's so great.

what are some games with snowy stealth missions in forests?
There was a super nintendo game where you played Mickey Mouse as he traveled through various lands. he would wear different costumes I think, which gave him special powers, sort of like the suits in Mario.
Anyway, there was an ice level there, I remember it being super peaceful. I think there was that tinkly ice music and the aurora borealis in the background. Mickey was a fireman, of all things, carrying around a water hose that he would use to spray enemies, but I think the water would freeze in the ice level. It was a nice touch.
...And Odin Sphere too, I guess.

This right here is the king for me. Especially when modded with hypothermia and the like.
I'll throw a few others out though. COH2 does cold nicely and even has some hypothermia mechanics where you need to keep your units near fires for a bit to warm them up. Red Orchestra 2 has nice winter maps. FFXIV has some great winter zones as well.
