It's done nothing to improve. The only thing that's changed is that the fanbase has become more cancerous, but that's due less to the fact that F2P attracted shitters and more to do with the fact that it was already cancerous and was simply quarantined behind a purchase price.
TF2 was never worth spending money on. At least it's worth playing now that it's free and has gotten a slew of updates.

Still can happen on the surviving full RS server(s), I pick it up every now and then and love playing the nips for that one good team you eventually get where it just works (I also don't mind the suffering of losing most of the time since just the trying is often fun). Good commanders and teams that listen to them can wreck the US' shit with co-ordinated banzai.
Also RO2 is still reasonably active to jump into a populated server - you just can't be very picky.
