I see this build all the time in PvP but I've never actually taken the time to level a Rolf up. What should I max first if I'm solo?

SoaS is currently the highest performing solo-build for Rolf, but it isn't at all effective until maxed. Even as a passive, Blessing of the Fishmonger is more effective at lower levels.
