Europe broke up before the events of the great war with the *real* world powers. The resource wars taking place before the big showdown of the atomic powers devastated the rest of the world and there was no commonwealth.
Then again, since when the fuck has Bethesda cared about its IPs established lore or story. So you know, expect it soon. Also expect random SORANDOM stuff like Piper showing up to say "hi" to the new euro hero and the knock off russian vaults or some other asanine shit.
