2D tends to have more beautiful worlds and environments, while 3D tends to do a better job with characters.
Then again, this is coming from a guy who spends most of his time with a female character in Fallout3watching her stomach and hips while walking forward in Blastmaster Armor, so many that sort of beauty isn't something to be held to a high regard.

3 is okay. It has solid gameplay, some nice locations and interesting things about it. Outcasts and those Chinese ghouls are cool.
Not as good as NV, mostly because there's so little to do. Two houses, only a few factions that are all obviously good or evil or somewhere vaguely in between, and a story that doesn't give you much room for choice or doing your own thing.
I'm not sure if I'd be happier now if I'd gotten NV and never gotten 3, though. How could I have ever guessed that I would have actually liked Butch as a companion?

It was reviewed well, and it's almost unanimously undeserving of it.
The engine is shit, the graphics are mediocre, the writinf is poor, the gameplay is mediocre and it was a buggy mess. Fallout 4 is pretty much better in every way other than writing - which is almost equally as bad, but 3's prologue was actually decent and wasn't totally pointless and actually had impact on the later game beyond character creation. That said, the dialogue system + voiced protag as well as writing quality are worse than 3.
No matter what, though, 3 was a totally mediocre game and vastly overrated. Downtown alone proves this.

For all of the shit 3 gets, it did 3 things fairly well. It had a good amount of interesting locations, most of which having written backstory.
It had a decent amount of interesting sidequests that featured multiple outcomes(also a couple really great main quests).
It had an oldschool dialogue system with speech checks, and more than just for choices mapped to the face buttons. The only mainstream rpgs that allowed as much dialogue choice in that gen we're new vegas and da:origins.
If those three things sound like they could carry a game you might enjoy 3.
