I choose TTYD because while repetitive, Rogueport at least has better music and is an overall better hubworld than Toad Town.

64 is an amazing game and one of the first RPGs that I really game any real amount of time to complete. I will forever love this game.
The squeal, meh, it was cool. Fun to play but it just wasn't the same. Little bit bias.

Paper mario is way more consistent. there are no bad chapters, even 6. TTYD has chapter 2 and 6, which are really boring and lame when replaying.

TTYD's partners are infinitely better.
Goombella > Goombario, it's not even funny Koops > Kooper, Koops had a reason to join you and has some character development over Kooper. Flurrie is lame honestly. Vivian > Lady Bow, Vivian gets way more development. Sushie is literally who? Spike is a faggot. Bobbery >>>> Bombette Yoshi Kid and Ms Mowz are based.
The only good PM partners were Parakarry and Watt.

TTYD
It doesn't start out as slow, has overall snappier/funnier dialogue (I always found the original Paper Mario's dialogue to be a little flat compared to SMRPG or TTYD), more varied chapters, a better hub town, and the additions to the combat system are very entertaining.
I love both but generally consider TTYD better across the board with a few exceptions - PM64 has a very slow start but once it gets going its overall pacing tends to be more consistent than TTYD's, and Chapter 3 of 64 is GOAT. I also love some of the music in 64, especially any of the themes associated with Bowser, but to be fair TTYD has lots of great music too.

"At the time of its release" is a cop-out when you're directly comparing two games in a series. It's irrelevant whether PM64 was a bigger deal when it came out, what matters is whether it's a better game overall.
And aside from that I played 64 at release and it wasn't that impressive. It was a great game, but outside of the visual style and badges it just felt like an iteration on SMRPG, and it wasn't as well-written as that game.

Trufax: Not much. Some were involved in Sticker Star, seems like same people in Super Paper Mario, and some went on to assist with Super Smash Bros 3DS. Other than that, nothin' much it seems.
