They weren't nearly as bold with it as they should have been. There are no ways to goof off in the open world that weren't in Just Cause 3. There are a sprinkling of fun extra features here and there like booster detpacks and car jumps but it's not quite enough to set the game far ahead of JC2.

JC3 is actually closer to 1 than 2 was. It tries to have that civil war feeling 1 had.
Massive battles are back. They're scripted, but still.
Random fights all over region, Tanks fight on the streets. Troopers dropping on every outpost. Warships having skimrishes in every bay.
The chaotic battles were the best part of the first game, they're not that intense in JC3, but they are there.

JC2 ran on any old toaster, whereas JC3 struggles to run smoothly on modern mid-tier rigs. As much as I hate to say it, it'll probably be a while.

Okay, since you actually might be a developer, I will stop being a taint. Here is the problem with the challenges, they are the exact opposite in spirit from the rest of the game.
I liberate a base using whatever shit I want in crazy ways by being creative, then I play a challenge where I have to destroy that base again... usually by using a boring weapon or vehicle. There are no enemies around, there is a strict fucking time limit ( the difficulty of challenges do very greatly), and all in all, the creative chaos present in the rest of the game is replaced with an incredibly restricted version of what I already did.
The other challenges follow a similiar format, I can fly around in a wingsuit, creating challenges for myself, and utilizing my parachute and grappling hook the way I want to get to where I want, or I could play one of the infernal wingsuit challenges where I have to fly through rings in a near perfect fashion in order to get the top score.
basically, the challenges are mostly just less fun versions of what you normally do.
The bombing runs with the carbombs are the exception though, it's different from what you do in the rest of the game, has room for player creativity, and they are fun as fuck.
It's not a terrible game, it's just not improved enough on JC2, besides graphics, to warrant a $60 purchase.

It's not very good. The core gameplay, that is, the combat and flight, are fun. But if you've been to the first few systems, you've pretty much seen everything the game has to offer. There's so little content, so little variation to that content, and you're going to be ending up grinding for money for the sake of getting a better ship to grind for money. Your chances of meeting another player are ultra-slim, and the things you do really won't have any effect on the universe.
