She didn't, unless some of the new mechanic changes help her.
Arcsys asked pro players how their felt about balance and most said it felt good, and furthermore Ishiwatari said the game's balance and need a new grace period for things to settle before changing it up. That said, there have been minor tweaks mostly related to characters getting new gatling links such as May and the like.
So if you're a player of Ramthenal, or Potemkin you're probably not going anywhere for awhile on the tierlist. Revelator 1.02 did change some things but I think it was only for the new characters mostly. It's still very wait and see since Japanese players haven't figured out everything.

Never. This model works for Capcom due to the small amount of content they add with each version. It doesn't work for ArcSys since the amount of content is much bigger.
