If you want one with more combat, Supreme Commander has some really comfy bases that you can keep upgrading and cover with shields.

Great game. One trick is to research mutant brutes, lock a few in a room, then fill the room with pressure plates. The brutes always trigger the plates, so if you connect them to traps around the base you've got traps that are constantly going off. Even high level agents can't do anything about them.

Pretty much the same game as 1404, minus a few differences.
It's Layout and production line simulator, more than a city/traffic flow simulator like other games. Still lots of fun, just a shame 2205 ruined it.
