Having played every arkham game I feel it's worth about $20 complete honestly.
It's missing content compared to previous games but has different amounts of content because of the season pass. I enjoyed it but it's definitely not as good as Arkham City.
You'd get more enjoyment out of the game if you played the previous three games in release order as they're all direct sequels (except for Origins) but if you only had to play one i'd recommend City
