It's pretty well put together for something done by one person, but you probably couldn't get a consensus on whether it deserves to be in a tourney build or not, some people might think it's up to snuff while others would consider it amateur shit, maybe good for a beginner but not up to the standards of the official PM characters. And Ridley is probably the most well-liked unofficial character, people would have an even harder time getting something like Waluigi or Bomberman in a tourney build but you'd probably find people still pushing for it.

Bullshit. Project M, and Smash Bros modding in general has been around for years and Nintendo hasn't lifted a finger beyond trying to keep it out of tournaments. There is no legal precedent for fan projects or hacks, of Nintendo games or any others, being hit with anything worse than a cease and desist. Even when a new PM release came out on the heels of Smash 4, Nintendo didn't bat an eye.
Regardless of whether or not development continues, regardless of whether it would be done by PMDT or by fans, the game will continue to be distributed and played. Nobody, not even on the (former) PMDT, is going around telling people to stop playing PM altogether to avoid legal trouble, and they have no trouble with PM 3.6 mirrors on Smashboards. So, they don't seem to feel any pressure or danger from what they've already done; yet, people outside the PMDT making the same kind of modifications they did on a smaller scale scares them?

I left the team after a few hours in the discord. it's basically all kids that are trying to start their own PMDT with balance fixes. very few even have experience w/ brawlbox/modeling tools/PSA etc. they've spent a bunch of time making logos and coming up with names and domains but no time trying to make a changelist.

Yes, their elitism was maddening and strict adherence to tourney style play annoying, but they also proved that Nintendo was being lazy as shit by adding their own high quality skins, levels, and even characters. I don't think they had that strict an adherence to tourney style play. Shit like the 64 stages (except Dreamland, that's pretty tourney friendly), Turbo Mode and ASV, etc., even shit like patching up the Subspace Emissary to properly work with PM, all of that was done for the sake of casuals.
Also, we've had the ability to add characters (with a less stable engine and breaking a lot of features) for years thanks to BrawlEX. Most custom characters made for it are shit. I don't think it'll be any different here, honestly. We might get someone put effort into a PSA when they would've bothered with BrawlEX, but 99% of characters we'll see in the future will be as bad as the ones made in the past.

Every character has a sound bank that's loaded at the begging of the match. You can also load boss banks although they have less slots to use. As of right now it's impossible to create any new banks.

How many of those characters are in the top 8 now though? Plenty of characters have made top 8 and even won tournaments after melee release. But now it's mostly 5 or 6 seeing the top 8 every time because people have become so good that lesser characters doesn't stand a chance. There's always huge variations the first years (unless you have a meta knight in brawl case) of who gets top 8 since the game is so new.

You can win with the worst character in 64 in a tournament. You can't even dream of doing that with roy or kirby in melee. L canceling is completely borked in 64 allowing stupid combos with every character in the game. In melee the bottom tier characters simply do not have the frame data to keep up with the top 5 and the nerf to l cancelling means they'll have much harder time to combo.
The characters are closer to each in terms of balance in 64 than melee. You have to work harder obviously but it's not an near impossible uphill battle like worst vs best character in other games.

However, dev builds and previous version of the games have been spreading like wildfire in these threads in the form of torrents and mega links. It's not hard at all to download it if you still want to play it. I don't know anything about Wii emulation but Wiis and Brawl are dirt cheap and "installing" the game is as easy as putting in on an SD card and slapping it in the Wii. Apparently you can play it on the WiiU as well although I could be wrong.
It's essentially open-source at this point. Other anons are working on cleaning up the most recent dev buil to get a stable 3.7 version out with playable Knuckles and Lyn.
