As far as I can tell, all the custom music is accounted for in the Halloween/3.61 build. (Aside from there being a duplicate of the Metal Cavern remix for some reason.) If in doubt, just copy over the music from the official 3.6 build. None of the stages were changed up so doing that should be fine.

Simple. TO's announce ahead of time what version will be used. Community attendance will determine if unofficial builds can replace 3.6. I mean, Brawl+, Brawl-, and Balanced Brawl weren't a problem for PM. Just so long as unofficial builds are properly labeled as forks then it should be fine.

That is true, but as soon as some arguably superior community builds come out (which ain't too hard considering 3.6 has plenty of bugs and people are jonesing for the unreleased content), things have a chance to get messy. PM is having enough issues from not being able to host majors, and it'll get worse if the community ends up divided.
Knuckles has a weird bug in which his wall climb does not work when used on the left side of a stage.
I remember ages ago there was an issue with the left edge of stages being "wonky" probably related.

I'm not sure how to feel. Knuckles is nearly done and feels pretty fine to just stick in. Lyn is fun but feels like she needs a bit more balancing because her tilts are mostly garbage. Isaac's moveset feels mostly finished, but he kind of unpolished and buggy.

I agree that the current characters shouldn't be tampered with too much. I do think there's some characters that could benefit from further rebalancing (Bowser) but we'd never get people to agree on the changes if it's community-oriented.
It's a pretty bad state to be in, definitely better than not having any build at all and the community stagnating, but without any central authority I don't think we should focus on gameplay changes.
Just to make sure because I don't pay too much attention to the community, are there any issues with tournament stages that some of the community has that wouldn't be resolved with just changing the neutral/counterpick stage list among the existing stages? I don't think adding more casual fun-oriented stages will hurt the community as long as the tourney-heavy stages remain as they are.

iso builder here. uh, i patched the iso, loaded it in dolphin and im just getting regular brawl.
im thinking the patcher doesnt support whatever version we made, thus the best option would likely be to do the sd boot emulation or playing it on a regular wii
im no expert but i checked the logs for patching and it had a huge breakdown when it tried to patch the character files. not sure what to do if we want a prepatched rom

I updated the fighter, module, and stage files. Turns out the Halloween Update had more bug fixes than the development build, so I'm using that instead. This is definitely the last update tonight. I would give up on ISOs, an open source build is going to update too frequently to rebuild it every time.
