It's a fucking abysmal RPG and the fundamental gameplay is no better than modded New Vegas in most respects. Ranged combat is overall more fluid, but it's just about all you'll be doing. The new character progression mechanics are downright terrible, consisting almost entirely of bland percentile increases. Unarmed combat is absolute dogshit compared to NV's choice mixtures of special moves and weapons. Speaking of weapons, Fo4 hardly has any. There are more mods, sure, but half of them are downright inferior and don't even change the way the weapon looks. No uniques in any conventional sense outside of a handful of weapons. No hardcore mode or anything like it. Plot is generally bad.

I have no idea why people like New Vegas, it done everything wrong other than weapons and Old World Blues. It managed to look worse than Fallout 3, have all the content shoved into one side of the map, tons of quests with nothing to do in them (One of the named quests, ie: not unmarked was to kill ants down the road, once in Mojave Outpost and then in Nellis). Legion are easily discerned as the antagonists, NCR the protagonists. It attempted morally grey by letting you join multiple factions even when you knew one was for edge-factor. No longer dungeons that I can remember bar Repconn and the vaults. Fucking Freeside is more interesting in the Strip.
Added it's far too easy. I found my-self killing everything in one or two shots with a Holorifle on Very Hard at level 8. In Fallout 4 I find myself consistently running out of ammo (especially shotgun and 10mm) and having to wait behind cover often.
New Vegas, granted contains a better "story" (although it's still mediocre), but it's mechanically worse in nearly every other factor.

The shooting is better, yeah. But the locations/settlements in New Vegas were much more varied and interesting than Fallout 4 (Goodneighbour and Diamond City being the only actual towns in the game...) and there's absolutely no choice and concequence. Dialougue is severely limited and the story/setting is way better in New Vegas. Not to mention from a gameplay perspective there's less freedom.
In New Vegas you could kill and eat every character other than a single robot. You can't do that in 4.

Between the Legion and NCR? NCR of course, but that doesn't mean they're good.
The whole reason they come to the Mojave is for expansionist greed, they're corrupt as fuck and don't bother supplying or helping their soldiers. They don't care about their people and they just grow grow grow until they're starting to have starvation issues.
The very first encounter you have with the NCR is a small undertrained and underequipped squad just sitting outside of a town overrun by escaped convicts. They're just sat there doing nothing, and if you ask them why it's because they don't have the clearance, the training, the men or the supplies. That's your first encounter with them.
The rest of the game goes into detail as to why the NCR is a corrupt bloated mess destined to fail.
There's also more factions than just the Legion and the NCR. If you'd actually played the game, you might know that. Out of all the factions, I personally think House is the best option, but even then he's only protecting Vegas out of self-interest, but it just so happens that his self interest leads to the safe protection and care of the people in Vegas itself.

Then as you go deep, you'll learn how NCR is a slow barely functioning thing that tries to get be everywhere at once and doing a shit job at it because of its regulations and lack of manpower.
And how Legion is focused on bringing order to the area with extreme means. Traders who live in Legion's territory actually are okay with them since Legion actually manages to keep their territory safe.
If you start thinking in terms of sustainability in this apocalyptic world, the line gets really blurred.
In the end, Legion and NCR are based on old civilizations so the right way is to fuck them both.

That's what they keep asking you to do. Camp Mc Carran asks you to help you feed their soldiers by repairing their equipment and starting trade with the Crimson Caravan. The Legion Fort has virtually nothing in terms of recreation or resting areas. One small tent with a slave cooking in it.
One of their camps in the North-East is over-flowing with ammo because they have too much of it and they generously hand you an amount. If you decide to help them then they will give you a radio to beacon on to.
They have a run-down building in Freeside entirely dedicated to handing food to settlers.
Are they the best option? No, but you have them, yourself, House (Who lets everything outside of The Strip crumble), and the Legion.
Are any of them fit for running and maintaining a successful government? No.

I played through Fallout 4 and there were only two side quests that stood out - The Silver Shroud and the USS Constitution (which is really just the ghoul rocket quest from New Vegas). There were tons of quests in New Vegas that I still remember like assassinating the President (which could be done in so many creative ways), interrogating the Centurion, investigating outpost distress calls, the aforementioned rocket quest, discovering who sold out Boone's wife, the cannibal quests for the White Glove Society....it just seems that New Vegas was a labor of love for Obsidian whereas Fallout 4 is just Skyrim with a different coat of paint.

Obsidian aren't afraid to do their own thing. A robot companion that communicates in beeps? Let's do it. A companion that literally can't speak and talks to you via hand gestures? They did it. Not only did they do it but there was a perfectly good explanation for it that tied into the story of Dead Money.
What are the companions in Fallout 4 again? All humans or humanoids? Terrible. New Vegas gave us a robo dog and FO4 just has a regular dog.
All this and I haven't even spoken about how godawful and linear the dialogue is in FO4. Literally the same options in the same directions every time. God, FO4 is fucking awful. Anybody who says it's a good game, I would never speak to again.

The Powder Gangers are a faction made up entirely of escaped NCR convicts.
Going to the Poseidon energy plant you get to see the fact they fucking hired Fantastic as their head scientist there.
Residents on the outskirts of Vegas suffer constant raids from Fiends because the NCR doesn't consider them a priority and orders have been given to just hold a line near McCarren.
McCarren and Forlorn Hope quests are exercises in the Courier basically fixing a bunch of problems the ineptitude and laziness of the NCR created for themselves.
That one outpost where everyone was killed by Mirelurks has notes spread all over the place where the solders are bitching about how stupid the recon was and how pointless this location was. Then they all died.
The game is pretty much getting to know the NCR inside and out. It's a fucking shame the Legion didn't get the same treatment and only came across as outlandishly edgy outside one or two conversations with merchants and Caesar.

The dialogue irked me as well. I loved skill checks in New Vegas because it gave personality and character to who I was playing. Charisma wasn't an RNG check and there were numerous personas that you could play as. You could play as Jesus Christ just as easily as you could play as Hannibal Lecter. The only person you can play as in Fallout 4 is "Helpful and concerned dad" and only respond in varying degrees of "Yes."

There are more quests in Freeside than there are in Diamond City.
Outer Vegas is composed of three major locations (Freeside, Westside, and Camp McCarran) on top of smaller locations like Aerotech, North Vegas Square, the Sharecropper Farms, and the Crimson Caravan HQ. I'm pretty sure there are more unique sidequests in that area alone than there are in all of Fallout 4.

I was the director and creative lead on Honest Hearts. I designed the region, plot, tribes, and designed the Survivalist (written by John Gonzalez), Salt-Upon-Wounds, Follows-Chalk, and Waking Cloud (all three written by Travis Stout). Chris Avellone designed the original incarnation of the Burned Man for Van Buren. I redesigned the Burned Man’s background and personality as Joshua Graham for F:NV and wrote the character for Honest Hearts. I also designed and wrote Daniel.
Honest Hearts had the most compressed development schedule of the four main DLCs. At a high level, I designed it to be pretty simple because I was very concerned that we would not get it done on time. Other designers on the project wanted to do more complex things with it, but I had them reduce the complexity of the quests to limit potential risk.

It's made very clear there is virtually no difference between the Legion and NCR. The reason why people side with the NCR isn't because they're good its because they're the most relateable because of how modern they are compared to the Legion. When you see how fucked up the NCR is, you understand what Caesar is doing and why. I feel like half of the people never actually listened to what Caesar wants to do or has any idea of the Legion's purpose.
