Everything in Halo 4 became over-designed, filled with greeble and detail. The art team at the then-relatively-new 343 wanted to distinguish themselves from Bungie and the result was complete Convenant redesigns, the Forerunners going from hard-edged tech with a lot of lack of detail to really, insanely-defined technology that is filled with corners and glowy bits. And Spartans that look like fucking anime designs, to the point of one of them having a unicorn horn (probably to homage Gundam Unicorn at the time).
This isn't getting into problems like the stupid new backstory for forerunners, who were made by precursors called, well, the precursors (who then got genocided by the forerunners in a temper tantrum over the 'Mantle' and the precursors ground themselves into dust to preserve themselves, which would get corrupted and become the Flood). Or the fact that despite being in cryosleep and having no real reason or logic behind it, Cortana 'updated' Chief's armor from 3 to something matching the SPARTAN-IVs in Halo 4 via nanomachines in his armor.

Because they didn't really animate old Pikachu a lot from what I remember. He just sorta hopped around and did this slow, awkward and stubby walk. Every time they needed him to attack, it was usually stock footage, a background that didn't show ground, or he just thundershocked and didn't really need to move. Often also with hopping in the air.
By the time the new design was firmly entrenched they started giving him new moves that made him more physically active, now that I think about it.
