As far as I know, Citra is the one the most developed, and even then, most games aren't playable on it, yet.

The hardware/software in the 3ds hasn't be sufficiently reverse engineered yet since Nintendo astoundingly, did a decent job locking the thing up this time.
I imagine someone will decap all the chips and someone will crack the firmware/BIOS wide open, making good emulation possible but it's gonna take a while.
