While there was some development, it barely went anywhere. The emotional side was the shows weakest point, the character side stories were usually introduced and resolved in a rather unspectacular manner
For the things you want, Watch Kyoukai Senjou no Horizon instead. The damn thing runs on romance plots, but that shit is integrated so well into the main story only after you finished the thing you´ll realize it.
First three episodes are really slow, then episode 4 starts and from then on the remaining 22 episodes are the wildest ride.
