The game is taking place in London so it shouldn't even be hard to localize.
The shit thing is that Phoenix Wright is not on the game, and Capcom thinks only Phoenix Wright sells on the west.
So even if the game is called something like "The Great Ace Attorney" or "Ace Attorney Origins" it doesn't matter because they can have "Phoenix Wright" on the title.

I reckon it's a bit simpler than that.
Spin-offs don't sell as mainline games, period. Phoenix's presence doesn't have much to do with it, he was in the fucking title of PLvsPW and that sold way below their expectations. DGS sold reasonably for a spin-off but like the rest of them it didn't sell as much as the mainline games in Japan, it's possible that they just don't see any point in bothering to localize a spin-off of an already niche series in the west.

Even in Japan the spin-off sales are way smaller than the mainline ones though. What I was trying to say was that in the west, the main series is treated as niche by Capcom as it is (remember that DD was digital only + we got it a fair bit after Japan did as well), it's not that surprising that they're not even bothering with spin-offs over here.
The point about a game lacking Phoenix Wright feels weak to me for a game where the main character is a literal Phoenix expy.

I wouldn't say sales are WAY smaller.
DD sold about 380k in Japan while DGS barely broke 200k and AAI2 sold 260k, and I'm assuming DD only sold that much because it was Phoenix's grand return and the first AA game on 3DS.
AJ sold like 640k, so it's a massive drop in the mainline.

I'd actually consider AJ to be more of a special case as opposed to the 3DS - keeping in mind that most of those sales were from the Japanese audience - it was the first new AA story that they've gotten in years, since the Trilogy games on the DS were just ports for them.
I really hope someone gets around to fan-translating it when a better flashcart/emulator is released
