Both have good and bad. Off just doesn't have the same lasting, disgusting fanbase. I liked Off way more though. No ridiculous DEEP shit like Undertale.

It's a shorter game with less variation and a slightly-different-than-generic RPG combat system. It's interesting stylistically / thematically but it doesn't really do anything particularly clever or compelling. The combat is sort-of unique but it's not interesting in the slightest and becomes too easy very quickly. The story is quaint but the major beats are pretty predictable and that atmosphere can't carry it alone. Plus it's intentionally vague and obtuse as fuck to the point where you can barely parse any details about the story other than what's explicitly spelled out for you. Things just feel ambiguous for the sake of being ambiguous, and that feels almost kind of lazy.
Basically it was just another dark and quirky RPGMaker experiment and there wasn't really much there, and there wasn't really much to latch onto for fandoms.
I have some issues with Undertale too but I'd hit the character limit and don't have the time to be assed about.
