It's not that good. I don't normally jump on the "newest game is shit" /v/ bandwagon, but fallout 4 is pretty disappointing.
The gun mods are pretty fun to mess with, and the gunplay itself is competent and a lot more challenging than older fallout games.
But you are limited in the type of character you can create. Each character pretty much boils down to [weapon class] wielding person who murders the shit out of their foes errytime, but has a heart of gold and always does the right thing. No more gray morality, no impact full decisions except for the faction that you want to dominate the world in the end.
Whereas in fallout 1, for instance, each town met a different fate depending on your interactions with them, and it was possible to beat the game without harming a single living thing.
Bethesda should stick to the elder scrolls, the formula just doesn't translate to fallout and that only becomes more painfully obvious the more they dumb down the game's systems.
game is fun and then its over with nothing to do other than run infinite 'save le settlement' quests

Why the hell are there so few mods for melee weapons outside of the baseball bat? They give the baseball bat at least 10 mods, then fuck all for the other weapons. You can customize the color and everything. But to top it off, the baseball bat isn't even good post level 20. Why does the shiskebab only have one mod? Why does the super sledge only have two mods? Who thought this was good?

Better than FO3 (and Skyrim), but worse than every other Fallout. It's a 6-7 out of 10 that starts off strong, but gets boring really fast as gameplay variety, challenge and interest in the story all flatline after the first few hours.

The baseball bat doesn't have it any better, it has more mods but they're all entirely linear upgrades, more so than with other weapons. Melee weapons in general got shafted. Hell, energy weapons too. Basically if it doesn't shoot bullets expect modding to be boring.

I'm eagerly awaiting a mod to significantly reduce the amount of follower NPC chatter in settlements. I am seriously fucking sick of trying to mod weapons while Strong, MacReady, Marcie and Vault Tec Sales Guy are all repeat the same three phrases over and over with like a five second intervals. I just take off my headphones now when I'm in Sanctuary.

I've tired of the game already.
Worst game by Bethesda, bug-wise speaking. And that is something. Turn from RPG to FPS, dumbed down nearly mechanics to the bone. Old as fuck engine, which was horrible even when it was new gameplay-wise. Very fine soundtrack with some old Fallouts style touches. Fine sound design.
Shallow NPCs, shallow as fuck story, incredibly cheesy, shallow and dumbly written dialogs. To the point you cringe a few times. Most possible companions are boring, shallow and uninteresting. Maybe two somewhat interesting characters. Utterly horrid AI.
Gunplay is ultimately much better than F3 or NV, but still missing something. NPCs sometimes move without any fluidity, therefore you are missing your shots lot of time. I really like what they did with power armors - if you would find it a bit later in game and without that bullshit with the power cores, it would be mighty fine.
HORRIBLY FUCKED UP factions. Utterly shallow, without ANY sign of consistency, contradicting often itself. Totally without any impact of your actions. Their questlines makes little to no sense.

NEW PERK system is retarded and often bugged.
Gameplay is hower not really bad. I really can't explain, but it is still a little bit fun, although you often stop and wonder "what the fuck is this stupid shit". It is really a greatest shame of the year, this game could be a real jewel.
4-5/10 at most. Needs patches as fuck, as well tons of new content to fight with the evergrowing shallowness.
Fallout 4 fails as both an fps and an rpg.
Fallout 4 is a shitty FPS. The AI is retarded and easily exploitable. Difficulty is literally defined as "you do .5 dmg and enemies do 2x dmg to you".
The character animations are awful and erratic which makes aiming difficult due to the shitty engine. As far as an FPS goes it is one of the worst.
The only RPG elements are getting XP, picking up tons of random bullshit,and getting mostly retarded and useless abilities. They tacked on a stupid "city management" minigame that is a terrible timesink.
The map design is an awful cluttered clusterfuck of generic inconsequential dungeons. Any backstory to locations is usually exposed through a terminal or two that still magically works in the ruins of a 200 year old building. Quantity over quality.
The graphics are awful and the draw distance is shit, but that usually doesn't matter since your LOS is limited to 200 meters or so by alleyways or hills and valleys.
The voice acting is mediocre at best and terrible in a lot of situations.
The dialogue and story are both poorly written. The interactions between player and NPC are ridiculous and unbelievable and inconsequential or just completely linear.
"We'll help you but only if you give us the courser chip"

"Well come back when you've changed your mind"
You bust into someones home/base/underground secret hiding place > we just met you, we usually don't do this but we trust you > here do some work for us.
Overall the game is one of the biggest abominations ever created.

There's like no quests outside of the main story, you're just expected to wander about and defeat randomly spawning scaled enemies in buildings, with some computer terminals to read as a mild sideshow to give the present iteration of Ruined Office Building Interior Style C a bit of interest, but in the end all of the loot is random anyway and has no bearing on the location.

Mods can save gameplay, like making settlements and weapon mods more interesting. I'm sure someone will make AI more interesting. Loot system can be made more interesting. Graphics can be made better. Skills can be added in.
The only thing mods can't fix, unfortunately, is the massive chunk of the game tied to the shitty voice actors Bethesda hired. No new quests, no meaningful factions, no roleplaying. The only work around I can think of is cutting all the spoken dialogue from the MC and locking out the cinematic camera so that new dialogue options can be modded in, but the responses will be the same.

You only have access to certain items in your level range for example if you go to all Power armor locations as Level 1 they will all be T45 you need to Level 40 atleast for some Xo1 armor to show up , and some areas have different loot depending on your Level , this completely removes the meta game that was present in previous Fallouts like 1 where you can get Power Armor within 20 minutes if you know how even in 3 you could find good Power Armor early , you were just limited by the Power Armor training
My enthusiasm for the game drops the more I play it. It's fun but I don't think it has much replayability compared to any other Bethesda game. The voiced main characters trap you in one personality, it's almost impossible to roleplay. Your life is already defined. I like the perk system more than NV. I expected bugs but jesus fuck Todd. Factions are inconsistent and suck balls, each and every one of them.
It's fun, but not as fun as it could be. 7/10
