The strength of the Burial Blade is not in scaling. None of the weapons really have effective, crazy scaling besides the Chikage. All of it is frontloaded in gems.
The strength of the BB is in its moveset, which is very versatile, has moderate reach and speed untricked and long reach and still moderate speed tricked. The tricked form has the highest rally in the game surpassing the hunter axe (might be a DLC weapon with better rally though), wide sweeping slashes with crowd control and the charged R2 has insane reach, wide arc and knockdown.

Loving the Beasthunter Saif. The tricked R1 has an insane forward lunge and it has low stamina consumption overall. Untricked the weapon swings slightly slowly than your average sword in horizontal arcs and it gains a damage bonus. It unfortunately doesn't have the beast bonus that saw weapons get.
My str character has been using the shit out of the pizza cutter saw. Untricked the mace has a good, normal speed moveset, the running R1 has a nice long range poke. Tricked the weapon just gains tons of strength, stagger power and lunging reach.

I really like it. I managed to beat the whole DLC with it. It's scythe moveset is slow in exchange for more reach and also has a great charge move. The curved sword moveset is fast enough and good for singular targets. Everything struggles to keep up with NG enemies with no upgrades. I don't have an opinion on the scaling since I never bothered to check it because scaling feels less useful than it was in souls games, especially with the addition of blood gems. Not that guy but I use it and there's a lot of positives. The one handed mode does reliable damage, is decently fast, has a wide swing radius, and looks cool. The scyth mode knocks down nearly any non boss enemy and some bosses as well, it has a varied moveset, the longest range of any weapon, and it staggers well. The range factor is really what does it for me, I can get the charge backs tabs from a mile away. It's made difficult parts of the chalices trivial. The L2s are underrated too. The only thing I really dislike about it is that you can't use the paper on it.

It's balanced to be harder than the final zone of the game. For optimal enjoyment I'd go in around level 75 to 80, and a +9 weapon is highly recommended (but DLC gives you enough chunks to upgrade one in the first area anyway).
You can go in early and rush to some items (Beast Cutter, Boom Hammer, Saif and Pizza Cutter can all be easily grabbed, Minigun, Amy Arm and Bow are a bit harder to reach, but still in first area).
Unless you have good gems and are very good at the game, beating the first boss at low level will be impossible.

Burial Blade is amazing.
The charge attack knocks most things on their asses, inculding many bosses.
The charge also has a huge range and arc, which allows it to get back stabs all the time against enemies that have a ton of movement to their attacks (like BSB)

You have to beat vicar Amelia, then go back to oeden chapel go out the left door and go near the spiked fence where a clothing set use to be I forget which one.
There will be a big ayy lamo hanging off the chapel but if you low level you might not see him because you need insight but it will still work. Anyways he will feel his way along the fence with a hand, it will make a big glowing ball thing. Run into the ball and he will grab you and kill you.
You then wake up in the nightmare.
