The whole base of the game was essentially the same. The co-op was initially added though because of MS deal (yes MS also contributed the fuckup of RE5) but the co-op was essentially like in RE6 where points in story other players can dropin and out. Because of this, the consoles and the SDK at the time cannot handle co-op and that many enemies on the screen at once.
The real change started though when NGai made a fuss about the new trailer. They have gone to overdrive panic and cut off what they see as "problematic" for the west.
