A jRPG does play slower than a wRPG, even before Casey Hudson and Todd Howard "streamlined" RPGs to turn them into action/shooters.
Playing RPGs slowly just means they're a slower, more introspective lot. You won't have a room full of dudebros sitting on the couch shouting BOOM HEADSHOT with an RPG plugged in. Unless it's Skyrim with Guns..
