So in honor of Fallout 4 being a let down and all the Fallout hype/discussion, I've decided to pick up Fallout 1 and 2 dirt cheap on Steam and finally see what all the fuss is about - and if possible, bring you fuckers along for the ride.
So before we get started here and while I'm figuring out how to get screenshots working good and all that, are there any bugfix/restoration mods I need to go ahead and grab or setup? I know the GoG version has the censored children from the euro version.
Also, general Fallout discussion, probably going to be more 1/2/NV centric but let's not shit on 3/4 too much, alright?

Oh, also, any tips for first character build? from what I understand you can just play with the Albert preset a bit and it's viable?

You want STR for starters, so regardless of getting PA or not you should probably work on that.

There is a hi-res patch to increase the game resolution and there is an official "combination" patch 1.21 for Fallout 1 if you only want official content. Then, there are not-so-official patches that add removed content and fix some bugs but I believe they also rebalance the game at the same time. Official 1.21 is fine, just save often. Make sure to delete your ereg folder.
Cookie cutter build:
Starter perks/traits:Gifted + finesse for early game, fast shot for late game*, or maybe small frame as well if you like the tradeoff. If you really nerd out you could maybe do one handed + fast shot for very high late game potential.
*: Late game is probably higher level than you will be by the time you actually beat the game unless you grind or do every single quest.
Skill tags: Small guns, lockpicking, speech. You will want to transition into energy or big guns (probably energy)
SPECIAL stats: You can get 1 of every star later in the game (2 luck if you don't fuck up a conversation). If you want to minmax, take this into consideration.
You want high luck (6+), agility, intelligence(8+), and perception(7+). Agility should absolutely be 9 (or 10 if you don't care about the fact that you are wasting the minmax). Charisma can be low (even number, 2, 4, or 6) as it can usually be replaced by intelligence and speech, and if you want followers or to pass a rare charisma check you can just take item buffs. Endurance should be an even number (4 or 6 usually). Str should be 5 if you want to wield good early guns.
Do not hold out too long on spending skill points on level up, I think they max out at 99 and any more you get are lost forever. Do not wait too long on spending perks either, because any new perk deletes the old unspent perk (you get them every 3 levels).

If you're going pure unarmed you're going to want to be strong enough to punch people to death fucking immediately. You could go to Navarro straight off maybe, I can't remember if they allow that.

I played these games with FO4 dropped and I was tired of reading all the hype threads. Senpai, 5 charisma is way too high. In fallout 1 Charisma does nothing but affect your speech/barter. All dialogue is determined by Speech which means you should drop Charisma as low as possible. I highly recommend 10 Int.

Yes, mostly for combat skills to aim better (especially if you aren't using fast shot so you can get eye shots). You can also use it to make up for a lack of str (so if you don't have 5 str and want to use a sniper rifle before getting power armor, then you can put more points in to get your accuracy back).
However, you shouldn't pump like crazy past 100 until you get a feel for how much you need, because the guns you start with have really bad range. Once you have a sniper rifle you can test your accuracy (and remember your accuracy is worse in the dark)

In FO2, you can't. The rules change a bit on the SPECIAL. You can get 1 str, 1 cha, 1 per, 1 int, then 2 luck or 1 int/1 luck (your choice between these, but it makes more sense to do the 2 luck because it is both easier to get to and you want more int asap for more skills on level).
You should get 10 in FO2, 9 in FO1.

Well I hate to disappoint, but it may not be coming anytime soon. Apparently the Steam versions of FO1/2 are completely unoptimized and even with patches may not start at all - which is the case with mine.
I'm doing fresh installs and just grabbing Fixit for now, since according to the GoG forums that seems to fix most startup errors

GoG's has the censored European version, but that's because it comes with the 1.2 "semi-official" patch that actually fixes a lot of bugs; the censorship is just part of the ride.

Pirate them and give them a crack. Try and stick it out for an hour or so, so that you get used to the engine and mechanics. At that point you will either be hooked or not. It isn't for everyone.
Divinity Original Sin is ok for a CRPG. Though it is pretty apparent most of the effort was put into the first map. And combat can be kind of meh and you need to cheese. Though the engine is good and I am sure some cool things could be done with it with other IPs. Like say a Dark Heresy game.
Wasteland 2 is ok, but flawed. I am told the latest edition is better though, but have yet to try it myself. The way it does skills and stats is a little odd though and you really have to focus to make things work.

you can right click on the gun to cycle through different mods, such as aimed shot and reload. The reason you may want to reload via inventory is to load certain ammo. If you reload after expanding all of the ammo and have different ammo types, the game may pick a different ammo to load, though that may have been fixed to use the last ammo used? I don't remember. reloading takes 2ap while in combat. opening inventory takes 4.

Outdoors man is shit. In fallout 2, outdoors man means you can skip random encounters if you have a high enough level. In 1, it just means you skip random encounters all together with out even seeing them pop up with an option. Meaning you lose out on EXP and loot. Fan patches possibly fix this. Yeah those ones should be fine. I think those were pre-Beth ones as well, since apparently something was done with their later re-releases of them, including the one on GoG now.
And whilst it isn't anywhere near as RPG focused as F1/2, if you don't mind how combat works in them, then try out Tactics afterwards as well. It is a little polarising in that people seem to either love it or hate it, but having a proper team to control is fun. At least to me. And utlilising the real-time control for stuff to setup ambushes is hella fun.

The issues I have with 4 are lots. A main one to point out is the settlement building. And I have to emphasize, it's not about the lack of choices, it's more of how those little amount of choices on floors/wall/whatever don't click together like they should, meaning you have to figure out a lot of shit and change how shit looks because it doesn't work. The whole thing feels like an alpha version of an indi game.
As I also keep saying, I'll get my fun and $60 worth out of it. But damn are some of the game parts fucking annoying and tedious. Don't even get me started on replayability with the lack of choices of the characters to make.

Not opposite, just poorly thought out. HP does double damage but takes double armour penalties, while AP ammo does half damage but halves armour penalties. The problem is, that works out to HP doing four times the damage of AP, and there's no armour in the game thick enough to offset that.

Depends how much you have. If it's only a little you won't see anything other than the status notification in the character screen, but at higher levels you start suffering periodic status effects (and you just outright die a few days later if you're completely saturated).
