Burn is basically just a fire version of poison now, complete with a stacking version called Heavy Burn. The halved physical damage is it's own status in Blind.

It's just their quality went down when people were getting bored of soku and at the time no real new touhou game was going out. Except ULiL, but that didn't last long with no roll.

Move PP costs are a direct function of max SP from what I've seen. Low SP move tend to be higher to discourage using PP to get extra uses. Thunder has 1 SP because it'd be broken with any more, which gives it a cost that makes it not worth it at all in-game. (It's kinda shit in competitive too most likely)
Yes, the move's effect is basically a 0 damage Fake Out that can be used whatever. That's it. It's not worth the cost at all.
Wiki is very outdated, it is not only using old translations it also hasn't been updated for a lot of new version stuff. Use with caution.

Speed Rika has 115 def and 85 S.def. Which compliments her 105 Special attack quite well. Along with abilities that is either an intimidation but for accuracy or a 30% chance to remove a heal a status effect.
She also gets a move that heals 50% of her health pretty early on too.
